We took a bus from the airport (20 RMB), got off in town and took a taxi to the hotel. Located 2 blocks from Sophia's church, we walked everywhere - to the river, the old downtown/ pedestrian & shopping district, sun island's snow sculpture show, and the river parkway. The ice sculptures were a bit far, took a taxi - but the Disney ice show is just a few blocks away.
Hotel was nicely decorated, friendly staff, definitely not a franchise. We booked the room on elong.com for 120 RMB/ night. The room was very clean, had tea and mugs and a water boiler; room was small but warm. A warm room is a must in the winter here. Restaurant downstairs, good Chinese food.
Don't get ripped off in Harbin - some hotels are 500 + RMB per night.
